On August 30, the Government of Saskatchewan revealed two new Provincial Nominee Program (PNP) pathways under the Saskatchewan Immigrant Nominee Program (SINP), targeting newcomers in the health care and agriculture sectors.
Jeremy Harrison, Saskatchewan’s Immigration and Career Training Minister, explained that these new pathways are designed to better align the province’s immigration program with its current needs.
He noted, “As Canada faces widespread labor shortages, establishing new provincial immigration pathways and improving our credential recognition process will support Saskatchewan employers in finding the skilled workforce required to expand their businesses.”

Who qualifies?
Agriculture Talent Stream
To be eligible for this stream, candidates must meet certain baseline requirements, including:
- Achieving a minimum language proficiency of Canadian Language Benchmark (CLB) 4, though some employers or regulators may require higher scores.
- Having completed secondary education (high school) or higher.
- Accumulating at least one year of full-time work experience in the past three years in the relevant occupation, or six months (780 hours) of full-time work with the employer who issued a Job Approval Letter. This experience does not need to be continuous.
- Demonstrating a commitment to work and live in Saskatchewan.
- Securing a permanent, full-time job offer in the agricultural sector in Saskatchewan.
- Providing a valid SINP Job Approval Letter from the employer, who must be registered with the SINP.
Health Talent Stream
Eligibility criteria for this pathway depend on whether the candidate is in the federal Express Entry pool. Common requirements for both categories include:
- Being eligible for Saskatchewan licensing, if necessary for the occupation.
- Having relevant post-secondary education (such as a master’s or bachelor’s degree, a three-year university or college degree, or a two-year diploma from a post-secondary institution).
- Confirming an intention to work and reside in Saskatchewan.
For candidates not in Express Entry:
- They must have a language score of at least CLB 5 in English and/or French, although some employers or regulators might ask for higher scores.
- They must meet specific work experience requirements:
- If currently working in Saskatchewan: At least six months (780 hours) of full-time work in the role with the employer who issued the Job Approval Letter. This experience does not need to be continuous.
- If not employed full-time with the supporting employer for at least six months, at least one year of relevant work experience within the last five years is required.
For candidates in the Express Entry pool:
- They must have a valid Express Entry Profile Number and Job Seeker Code.
- They need a language score of CLB 7 or higher in English and/or French.
- They must have one year of high-skilled work experience in the past five years in their intended occupation, whether applying from inside or outside Canada.
