CANADA offers the most – established and widely based immigration program that offering a permanent resident. Some of the programs require a goodwill deposit which is refundable once the business has been established. Under provincial nominee programs, applicants first apply to be nominated by a province, and based on that nomination may obtain permanent residence following federal health and criminality checks.

1. ONTARIO:

The Ontario Entrepreneur Stream is aimed at individuals from outside Canada who want to start a business or buy an already existing business in Ontario. Those who are approved for the program will be nominated for Canadian permanent residence. Once nominated, an applicant qualifies to apply for Canadian permanent residence.

Applicants Requirements:

  • Have at least 24 months of full-time business experience in the past 60 months.
  • The experience must be as an owner or senior manager of a business.
    • Have a minimum net worth of $800,000 if your proposed business will be in the Greater Toronto Area (GTA).
    • If your proposed business will be outside of the GTA, the minimum net worth requirement is $400,000.
  • Commit to creating two full-time jobs for Canadian citizens or permanent residents in the proposed company if the business is located inside the GTA.

2. BRITISH COLUMBIA

British Columbia operates three business streams:

  • Entrepreneur Immigration
  • Entrepreneur Immigration – Regional Pilot
  • Entrepreneur Immigration – Strategic Projects

Applicant Requirements

  • Establish an eligible new business or purchase and improve an existing business in B.C.
  • Invest a minimum of $200,000 in the new or existing business.
  • Create at least one new full-time job for a Canadian citizen or permanent resident
  • Have a net worth of a minimum of $600,000.
  • Have business and/or management experience.
  • Canadian Language Benchmark (CLB) Level 4 in English or French in each of the four competencies: listening, speaking, reading, and writing.
  • Have, or be eligible for, legal immigration status in Canada.
  • Have been lawfully admitted in the country where you currently reside.
  • Pay a $300 registration fee, $3,500 application fee and $1,000 fee.

3. MANITOBA

The applicants who wish to apply in the business program of Manitoba must meet the following requirements:
  • Have a minimum verifiable personal net worth of CDN $350,000.
  • Have a minimum three years of successful business ownership and management experience or a minimum three years of executive-level experience as senior manager of a business and score a minimum of 60 points in the Adaptability Assessment Matrix.

The applicants will also be required to be prepared for:
  • Attending an interview with a PNP-B officer.
  • Making an Eligible Business Investment in Manitoba; and
  • Residing in Manitoba along with his/her dependent family members.

The applicant may have to conduct an exploratory visit to Manitoba and provide the results of a language competency test to demonstrate language proficiency.

4. NOVA SCOTIA

Entrepreneur stream targets candidates with business ownership or senior management experience. They must live in Nova Scotia, either start a new business or buy an existing business, and actively participate in the day-to-day management of that business.
Under the Entrepreneur stream, candidates are first issued a temporary work permit before applying for permanent residence after operating the business for a year. The stream uses an Expression of Interest format, where candidates in a pool are invited to apply.

Applicant Requirements:
  • Be aged 21 or older.
  • Want to live permanently in Nova Scotia while owning and actively managing a Nova Scotia business.
  • Minimum net worth of $600,000.
  • Minimum 3 years of experience actively managing and owning a business (33 percent ownership min

Score minimum of 5 on the Canadian Language Benchmark in speaking, listening, reading, and writing in English or French.

5. NEW BRUNSWICK

The New Brunswick Provincial Nominee Program operates an Entrepreneurial Stream and Post-Graduate Entrepreneurial Stream aimed at professionals and graduates from New Brunswick institutions.

Requirements:
  • Have an eligible connection to New Brunswick.
  • Be aged between 22 and 55.
  • Minimum of two years post-secondary education degree or diploma.
  • Score at least level 5 on the Canadian Language Benchmark exam for speaking, listening, reading, and writing in English or French.
  • Have completed at least two years of full-time post-secondary education.
  • Invest at least $250,000 in a New Brunswick business, taking ownership of at least 33 percent.
  • Sign a Business Performance Agreement with the New Brunswick provincial government and pay a deposit of $100,000.
  • Business must create significant economic benefits to New Brunswick.
  • Show business experience – either three years of ownership or five years of senior management experience in the last five years.
  • Intend to live permanently in New Brunswick.

Post-Graduate Entrepreneurial Stream Requirements
  • Be aged between 22 and 40.
  • Score at least level 7 on the Canadian Language Benchmark for speaking, listening, reading, and writing in English or French.
  • Have completed at least two years of full-time post-secondary education at a recognized New Brunswick university or community college.
  • Have lived in New Brunswick for the duration of the course.
  • Have 100 percent owned and operated a business for one full year.
  • Have a valid Post-Graduation Work Permit.
  • Intend to live permanently in New Brunswick.

6. PRINCE EDWARD ISLAND :

Prince Edward Island offers business immigration programs with benefits of small initial investment and fast processing. The Business Impact Category includes streams, all leading to permanent residency in Canada.

Applicants must:
  • Intend to settle in PEI, and to manage, invest in, or own a business in PEI.
  • Make a minimum $150,000 investment in a PEI business.
  • Have minimum $600,000 in net worth.
  • Be able to document the source of funds for $600,000
  • Submit a business plan that falls within an eligible sector and meets all criteria.
  • Be between 21 and 59 years old.
  • Have completed at least 12 years of school (completed secondary school).
  • Have minimum 3 years (in the past 5 years) of transferable management or business ownership experience, directly managing at least three employees.
  • Provide active and on-going management of the business form within PEI.
  • Have basic proficiency in English or French (CLB 4 or greater).

Prince Edward Island also offers the Work Permit Stream, under which applicants can come and begin working and learning about the business they will be investing in prior to nomination by the Province of Prince Edward Island.

7. NORTHWEST TERRITORIES

Northwest Territories Nominee Program for Entrepreneurs

Requirements:
  • Invest to start or buy a business in Northwest Territories.
  • CAD $300,000 for business within the corporate boundaries of Yellowknife.
  • CAD $150,000 for business outside the corporate boundaries
  • Own at least 33.33% shares of the business or invest at least CAD $1 million.
  • Provide $75,000 refundable government deposit.
  • Have knowledge and understanding of the Northwest Territories and its economy.
  • Have enough English or French language skills to conduct business and integrate into the Northwest Territories.
  • Make at least one in-person business trip to Northwest Territories.
  • Have the necessary experience and education to successfully implement the proposed business plan.

8. ALBERTA

Self-Employed Farmer Stream:

Farmers who want to invest in farming business in Alberta must have farming management skills and must meet the following conditions:

  • Financial documents of your existing farm business.
  • Documentation of your education, training and work experience.
  • Proposed business plan for a farming business.
  • Proof that a Canadian financial institution is willing to finance your proposed farming business.
  • Have enough financial resources for the farming business.
  • Invest at minimum CAD$500,000 in a primary production farming business in Alberta.
  • Have net worth of CAD$500,000 or confirmation that you have access to a similar amount of funds from other sources.

9. YUKON

Candidates initially come to Yukon on a two-year work permit, before being nominated for permanent residence if they successfully establish their business.

Yukon Business Nominee Program: Requirements
  • The legally acquired net worth of at least $500,000, documented and verified by a Yukon accounting firm.
  • Legally acquired minimum of $300,000 in liquid assets, documented and verified by a Yukon accounting firm.
  • Invest at least $300,000 in capital investments for the business in the first 2 years.
  • This does not include any capital investments made before acceptance into the Yukon Business Nominee Program.
  • Capital investments include purchases such as property or equipment. It does not include purchases such as a house, vehicles that are only partially for the business and operational or maintenance expenses.

10. SASKATCHEWAN

The Saskatchewan Immigrant Nominee Program has two main business categories:
The Entrepreneur stream and the International Graduate Entrepreneur Stream.

Entrepreneur Stream Process:
  • Expression of interest
  • Invitation to submit an application
  • Nomination
Requirements:
  • Minimum net worth of $500,000 legally acquired.
  • Minimum of three years of entrepreneurial or relevant management experience.
  • Investment of at least $300,000 in Regina or Saskatoon, or $200,000 is any other Saskatchewan area.
Applications must include:
  • Business Establishment Plan confirming figures in expression of interest and including at least one-third ownership of a company in Saskatchewan unless investment is $1 million or higher.
  • Commitment to be active in the day-to-day management of business.
  • Creation of two or more jobs for Canadian citizens or permanent residents if the business is in Regina or Saskatoon.

Start-Up Visa

The Start-Up Visa program grants Canadian permanent residence to qualified immigrant entrepreneurs. The program aims to recruit innovative entrepreneurs to Canada and link them with the Canadian private sector businesses and facilitate the establishment of their start-up business in Canada.

Requirements:
  • 1.Have a qualifying business.
  • 2. Obtain a commitment from a designated entity in the form of a Commitment Certificate and Letter of Support.
  • 3. Have sufficient unencumbered, available, and transferable settlement funds updated each year.
  • 4. Demonstrate sufficient proficiency in English or French through standardized testing.

Self Employed

The Self-Employed Class is geared towards applicants who have relevant self-employment experience as well as the intention and the ability to create their own employment and make a significant contribution to the cultural, artistic or athletic life of Canada, or to create their own employment by purchasing and managing a farm in Canada.

Requirements:
  • Have two years of the following relevant experiences in the past five years
  • taken part in cultural activities or athletics at a world-class level,
  • been self-employed in cultural activities or athletics, or experience in managing a farm
  • Intend and be able to be self-employed in Canada.
  • Meet the selection criteria including experience, education, age, language abilities, and adaptability.
  • Pass medical, criminal, and other conditions.

Owner/Operator

The main purpose of the Owner/Operator program is to provide a secure route through which foreign businesspersons can enter Canada to run their business.
The program is for the businessmen who are aiming to purchase or establish a new business in Canada and planning to work in a managerial position for the same business.

Requirements related to the business:
  • Founding a business where businessperson will be employed with a wage equal to or greater than the median wage requirements for the position.
  • Active management of the business in a position that accords with the foreign businessmen’s qualifications and experience.
  • Hiring at least one Canadian or permanent resident.
